Since it's suspended over Malykriss: The Vile Hold, where Arthas' new legion of Death Knights to replace those that betrayed him at Acherus are training, my guess is that it's the skeleton of a new necropolis to house them, constructed from saronite.
It's never expressly stated in the game though, at least not that I can remember.
Because making a cohesive zone that fits within the current themes and design structure of the game is less important than staying true to some brief cinematic from a 5 year expansion pack. The original incarnation of something is always right and sacred and should never be reconsidered in light of making things more interesting.

Spookalybits is correct, Icecrown was a glacier. I quit wow after playing wotlk for little less than a month, but much of Northrend's geography changed to suit Blizzard's needs for wow.
My one desire from blizzard - develop a Warcraft 4 that goes on as if World of Warcraft had never happened. Keep their "10 million" addicts but bring back the amazing rts. Like that will ever happen...

In fact at the end of the wc3 cinematics chunks of icecrown fall into water and the main menu screen for wc3 is water. They had better have a great reason for why this looks retarded. ...God i hate blizzard...so much...

He's gonna be in the Icecrown Citadel raid, in the southern area. It's closed, and will open in about patch 3.3. It was built OVER the frozen throne.
