I think IF there was some way to ACTUALLY raise this ship SAFELY I would think they would have to somehow make a net big enough to put around and underneath the ship that way they could raise it and move it. Not saying its actually possible but if there was anyway possible i would think that would be the safest way. Plus i dont see how it couldnt be possible.

The bulkheads didnt go to the top decks of the ship so water flooded more as the ship sank. The exterior sets for the ship in the 1997 movie were built almost to scale pretty much from the waterline up in a tank. It wasn't an actual ship. The bottom of the hull you see when the stern lifts out of the water was CGI to cut down on expense & to allow the set to be put on a gimbol to so that it could tilt & break in half.
