The F.A.S.T. ECU in the video uses a property of mechanical physics called PV=NrT. The numbers in the Base Fuel table represent the engines Volumetric Efficiency. With this number the ECU can determine the proper amount of Injector Pulse Width that is needed to achieve the desired A/F ratio.

First PV=mRT is the equation of ideal gases and second it has nothing to do with the VE you are reffering.
