Yea you could say it's abuse as in some cases there is videos on showing what some strap to there feet which is wrong but this horse is carrying good condition so if he was abused and in constant pain he/she would be skinny and the coat wouldn't look so good and it's getting constant appraises.

Look at the bit and how hard it's being pulled, and look at the horses head.. How tucked in it is, those are both forms of abuse, Do you know what the bit does in the mouth when it's pulled back that much? It can leave severe bruises and can even break teeth, and then with their head it can cause permenant damage to muscles etc, Imagine your head being strapped to your chest while you're mouths being pulled on too hard and you're forced to jump around. Painfull.
@wolfsvain2 you can see the men behind the horse waving something around and the only reason the horse is 'hopping' is because its legs are being irritated. If you tie rope around the back of a horses legs it will do something similar to try get it off
