Some paint lines have prepared paints w/sand, etc., to create the effect of suede. I use a different method which uses two applications, first coat slightly darker (and semigloss or satin), second coat lighter flat, half water, half paint. Use rag to apply second coat, need textured rag, and lightly swirl strokes, letting first coat show thru. Works best on textured wall, but also smooth surfaces.
