I never played SF4 before, but, every fighting game nowadays have an option called Turbo Speed from wich you can adjust the speed boost when you select the option Turbo before fighting. I don't know if SF4 has this option, but if you stumble upon it, give it a shot.

C.Viper's combo was amazing. And it's really annoying since her ultra does SOOOOOOOO much.

I don't know how to use the high jump properly, thus not using it often in a battle. I really want to learn and use c.viper as my main. Is high jump crucial for her because i see this user using it a lot.

you definitely need to learn how to use the super jump because one of her most basic combos and probably one of the most important involves the seismic hammer to a flame kick which needs a super jump cancel (SJC) which is pretty much impossible to perform lol...its very frustrating using viper i can tell you that but shes amazing when you finally can kick shoto styles ass
