@LARmdpc1 actually here in the Philippines, most dancing traffic enforcers are encouraged to do this by their COs. some even undergo dance lessons.

they do this to entertain and hopefully cool the tempers of motorist. =)

by the way, if you dont know where Ilagan is; its a municipality in the province of Isabela.about 350km from the capital, Manila
