So for decades the people of New Orleans decide to live under sea level knowing what could happen in a hurricane. Mayor Nagin refuses to evacuate the city early, leaves hundreds of busses sit unused, tells people to go to the Superdome and Convention Center knowing there is no food or water there. The Mayor has no plan for helping the people of the city. The leaders and people living in New Orleans knowingly put themselves in this situation then screamed Bush didn't save them fast enough.

Isn't it the job of the local authorities to evacuate its own people as the hurricane approaches? Given the warnings from the weather service, the failure of the mayor and governor to use the school buses to evacuate people is at fault here. I believe those buses were photographed under water at the bus yard The federal government is not responsible for everything that happens to individuals.
