4. the Airport wasn't in service at the time, and runway distance was short.

Jesus Christ! No descent pilot should land with that little safety margin. With a short runway he should have tried to put it down with as much space to spare as he could. If he came down on 2/3 of the runway, the obvious thing to do is to pull up and scrub the landing - come back for another go at it.
