Clinton created the sub-prime market. He decided that not enough minorities were getting mortgages so he had mortgage-lending standards relaxed. He also allowed normal banks to start trading in securitzed debt (before only investment banks could) which meant the bad sub-prime debt was spread further, faster.

This sort of policy was carried on in the Blair and Bush era, and much political "capital" was made of it in America and Europe.
