It's not that no one uses them. It's that they aren't the most popular choices.

Though they don't suck. Team Rose can screw you over with their Team Blast extra effect, and Chaotix can use theirs to generate rings, potentially assaulting the opposing team multiple times in a row.

Tails is basically an inventor, capable of feats that are only out shined by Eggman. Being Sonic's pal, he's exposed to fighting as a result. It's conditioned, but he just happens to be scared of ghosts.

Cream, on the other hand, is a six-year-old child that does mind her manners, but isn't afraid to fight. She may also be afraid of ghosts.

They are only two years apart, so it would be pretty much the same thing.
