In order to get the 7th string's note on a 6 string you need to tune down 2 1/2 steps to B. 7 strings are awesome, in that you can play runs down to the 7th string rather than having to jump to the first four frets of the 6th. Watch some of my videos and you will see what its all about. I use the BFR JP7

The idea is not to have a lower tuned instrument, for that, yes, you can just tune the guitar down a 5th. (Not a step... much lower, low string down to B).

The idea is to have an instrument with greater range, and greater polyphony. A guitar, unlike a piano, is limited in the number of notes it can play at one time to the number of strings it has. Adding a 7th string allows many more chord voicings. Although most people just use it to chug. haha
