Of course abstinence would be more effective, but it's not realistic to expect everyone to stop having sex altogether. It's an absurd thing to expect an entire country to go along with. I'm catholic, but I find this whole abstinence-only approach to be extremely naive.

rape, lack of knowledge: how to use the condom and poverty : preventing to buy the condoms...might be a big factors in Africa.

since we all know you can't reuse a condom.

in my experience, most people who have it set in their mind that people will act like animals w regard to sex no matter what will not accept the facts about the efficacy of advocating behavior change. Sometimes humor is effective - "abstinence is possible - i'm doing it now!". but really and truly our first job is to educate Christians as many many practicing Christians themselves have fallen for the media groupthink and actually think distributing condoms helps.
