you generally want a corset thats 2-3 inches smaller than your natural waist size, so i'd definantly go for a 20 inch first. :) It'll still look lovely. :)

@FiGhTtheSoNg Smaller. You would want 4-6 inches smaller than your natural waist. This is, of course if you are going for a real steel boned corset. If it is a plastic boned fashion corset, get what fits you. So, am naturally a 26. I get 20 inch corsets, so it is 6 inches. To know if it should be 4 or 6, it depends on the difference between your waist and underbust. If it is 1 inche difference or less ( my underbust is 27) you get the 6 inches. If not, it is 4.
