I tried that once in my whirlpool bathtub abd ended up having to shovel bubbles out of my bathroom for two hours (the stuff my wife had in there said it was "gentle foaming", I didn't know it would explode into a wall of bubbles lol).

I might soap up the fountain 9 hours before midnight on december 31st, if the fountain is running and if its not TOO cold out :)

I put a whole bottle of soap into a fountain once (corner of jane st & bloor st west, toronto, ontario, canada) and it looked like snow. The first time I actually saw this, I was amazed!
Similar pranks were done on bigger fountains and swimming pools, such as the white house (yes, I saw it on TV).
