I'am sorry but The Empress of the Racnoss, The Silence & Madame Kovarian do not deserve to be in your list IMO (especially Kovarian)
The Autons, The Zygons & Davros deserve to be in your list IMO or at least mentiond.

@RegenerationStorm I chose Kovarian over them because she leads the Silence and their capabilities. If the video was on monsters only and not villains I would debate whether Daleks or Cybermen for 1.
