Howie used to have curly hair. He shaved it off on a whim (he has ADHD as well as OCD) and he liked the "clean" feel of it so much he left it like that. He talks about this in his book

@MoldytoasterMedia Howie suffers from mysophobia or an irrational fears of contamination and germs. This is why he prefers to not shake hands, instead giving fist bumps. You can see this on his show "Deal or No Deal". While Howie now takes medication for his condition he has stated the having a shaved head helps him feel cleaner.

So long as it's not hand-to-hand which makes sense as our hands are likely the most contaminated part of our bodies due to all the various surfaces we touch throughout the day and how often we touch our faces which can be up to 16 times an hour.
