I see, That's a tweak tool, most of a questions I get are about it:) go to "Tools" and select "Tweak", To do get the magnet tool (blue sphere) press 1 while in "Tweak" mode, you can increase/decrease the size of the magnet radius by pressing + or -respectively.

If by 'drag' you mean 'move' then select polygon(s) right click and select move, if that's not it, you could indicate the time in the video.

Thank you. I'm using the Development Rel: 0.99.53, there has been quite many great updates to Wings3D in 2008.
