I think it's a very good idea that he put his building plans into a digital textbook (pdf) so everyone can buy the plans by simply download it for $10,- bucks orso from the internet. Too many ideas to put type out, but for the most part it is a duel resonant tank circuit. The shape of the cell does make a big differance in how the electricty will act with water. The use of water vapor and/or water mist is also very important. Like I said there is a lot of things that effect this. The Filipinos are one of those in the top in terms of poverty, malnutrition and lack even the basic needs. Mr. Daniel Dingel is aware of that. Mr.Daniel Dingel want to share his invention. He cannot do this without the support of both local government and the whole world. If he will release it, it will lead to economic collapse of all oil countries. OUr own government take subsidies from the IMF and World Bank. H did not want people to fight over it. And if mr. Dingle refuse, this can only be considered an elaborate Hoax. It is not a problem to get a car run on hydrogen by electrolysis of water. But to claim water as a energy source is another matter. This is similar to the Stanly Meyer type claims. Some seems to have replicated Meyer, but it is not easily done.

It's easy to sit there and find fault with everyone who claims to have an over unity system. Why not turn some wrenches yourself and see what you can come up with? It's hard to admit that someone else was blessed with greater intelligence in areas you feel comfortable.

This is an extraordinary claim that needs an extraordinary proof.

The only way mr. Dingle will get credit for this is that he reveals the details of his invention (the electrolysis process) so that others can replicate and confirm his results. It will take a lot of proof to convince science community that this is possible.
