i dont think so. i liked Casino Royale and Qunatum of Solace more cause they did everything differently. Casino Royales gunbarrel actually had a purpose. and they waited until the end of Quantum of SOlace to do the gunbarrel. but it wouldve been better without it completely. my #1 bond of all time is Casion Royale. #2 is Quantum of Solace
*James Bond must face new enemies who could destroy or hurt minorities of Europe. (For example, that Quantum sets to fight a few minority groups against others in the Balkans, because of the fact that Quantum wants that the armed struggle or the civil war continues in this area for economic expediency).
*Bond will be more coherent and clear of his acts as his evil context, but also there will be the intervention or matters of other characters as Felix Leiter and M that will keep him busy (imagine that the villains kidnap M or Felix Leiter, and blackmail the last one).
Then, his new allies would appear: Moneypenny and Q (those who will meet Bond for the first time). (I suggest that Q should be a man from 40 to 45 years and serious but not so much, for example Ricky Gervais or Brendan Fraser, I mean, a man that essentially is serious, but makes you think that its a pleasantry and that it cannot be possible).
*Bond will be used to show delight and courtesy to his enemies since they are so sophisticated as the organization: Quantum. Bond must be at his level to finish them and not to get involved in international troubles.
*I suggest the villain should be a woman, or better still, the Mr. Whites wife that is employed at Quantum, and of Polish nationality (doing a brief reference to Blofeld, without using him completely; even she might be accompanied by a cat). This villain hopes that Mr. White should offer her a gift (a property that nobody more would have immediately after the warlike conflict in the Balkans)
*There is a relation between Camille and Bond that still has not been solved (I believe that a meeting in New York comes well to Bond during his mission). Bond has to find this last pleasure that abounds in his head as find the friendship of his new friends who should help him against the justice and the counterespionage: What do you think? And perhaps the Bond 23 will have a small air of From Russia with love it would like.

The main problem of the opening sequences of Bond films (without despite those that are well elaborated) is that they do not hook the spectator.
