do you need to change the bulbs in the center section?

You keep the bulbs themselves, but you end up replacing the sockets/harness for 6 of the 8 bulbs that are a part of the tail lights.

Basically, the kit comes with all new OEM-style harnesses that you replace.

Not with this kit. Basically, if you were to cover up all but the outer-most lamp, that lamp would be flashing at normal speed.

The kit just makes it act sequential in-between the normal pulsing of the stock signal.
