Namco (the creators of Pac-Man) are generally considered to be Atari Japan, since Namco purchased the Japanese division of Atari back in 1974, and kept close agreements with Atari. This acquisition marked the beginning of Namco's involvement in the videogame industry. So, technically, Pac-Man is both an Atari and a Namco title.
