That is because when you hold your breathe or you are drowning, the pain in your lungs is from a excess of CO2. But it is safe to breathe in, just don't fill up the whole room with it and expect to stay there for a long time.

Breathing nitrogen gas is a really bad idea. It's not toxic but it can still kill you very quickly... it pushes all the oxygen out of your lungs as the nitrogen gas warms and expands. When you breathe it in, your lungs "work in reverse" and extract the oxygen from your blood. A couple of breaths of pure nitrogen can be lethal.
