@AAV47 It's a comedic effect. Part of the art here is the execution of it and the performance. The horse is just a funny thing walking past. The 'police officer' (most likely just a man in costume) at one point sticks a notice to the wall in an attempt to stop the artists from continuing to paint. At the end the 'police officer' sees that they ignored his notice and arrests Mr Yamamoto for graffiti-ing :)
