How To change Your Icons Without any Programs

You can't change the format in Windows Explorer or MS Paint.

OK, I've found an image I would like to use as a icon (found it on the internet). I've saved the photo in My Pictures on my computer, and this is the only way I can use this image as an icon. I would like to actually save the photo in the actual program files but don't know how to

Any ideas?

@stuweelouis Did you convert it to a .ico? You can't do that in paint. You have to use Paint.NET or GIMP.
