Androids Saga SSJ Goku's maximum was 430 millions, and SS Vegeta at that time was even stronger, at 437 millions, making both stronger than SSJ Miraï Gohan (410 millions) who got killed by Future 17/18 (450 and 405 millions respectively). Enough said. Done.
You forget one discrepancy worth noting: At the very begginning of the film, Dende is shown to be the new Guardian of Earth, meaning that Kami has already merged with Piccolo, yet he was implied as being inferior to the Super Saiyans in battle with Cooler. This is why some believe Meta-Cooler to be around a suppressed Perfect Cell.
@DjinnGuru no because first form cell kicked the living shit out of piccolo and piccolo was as stronger than a super saiyan when he fused with kami and he was able to fight 17 and it takes more power than a ssj to beat the androids and like it saids in the vid 18 is more powerful than cooler so theres no way meta cooler is as strong as cell even through he is my faveit villian
