Yeah, but I think she sounds more like a cross between Fozzie Bear and Mildred Huxtetter, IMO, since those two and Tessie were performed by Frank Oz.
Also, Timmy sounds like Scooter, Thomas sounds like Rowlf the Dog and Tina sounds like a cross between Robin the Frog, Gobo Fraggle, Marjory the Trash Heap and a few other Jerry Nelson characters.
Plus the fact that Jerry Nelson was Tina's voice and performer.
And if you're familiar enough with Jerry's characters, you can make out the slightly-nasally vocal tones in her voice, which Jerry used for a large number of his characters (Robin, Gobo, the Trash Heap, Dr. Strangepork, etc.).
I can't think of any other explanation to form here.

The Mom - Frank Oz ( Miss Piggy, Fozzie Bear, Grover )
The Daughter - Jerry Nelson ( Robin, Floyd Pepper, The Count, Wembly )
The Son - Richard Hunt ( Scooter, Janice )
