The character is based on J.J. Bittenbinder, and it's a pretty dead on impersonation of him. I guess the difference is that Bittenbinder really is a highly respected Chicago homicide detective. He's just comes across as kind of a weirdo, and tends to use a hilariously poor choice of words to describe serious crimes, and violent criminals. He did a show called Tough Target.
