Doesn't seem like he realizes that steroids weren't illegal until 1990. Arnold retired in 1975 (did a comeback in 1980 for the Olympia) and he was very open with his steroid use, since it wasn't considered "wrong" back in those days. Simply put: he played by the rules, because the rules were different.
