Actually, Pam was added due to competition from "Roseanne" on ABC. "Roseanne" had just become the #1 show of the 1989-1990 season alongside "The Cosby Show", and NBC, unhappy about sharing the top spot with a competitor, decided to have the producers add Pam in order to compete better with "Roseanne."

The Cosby show came on way before the Fresh Prince of Bel Air, they had no affiliation with the Cosby show. The Cosby show came debuted Sepember 20th 1984 1992 meanwhile The Fresh Prince of Bel Air 1990 to 1996 my uncle is Norman Lear the producer of the cosby show so I asked him.
