It was about 20 years ago when I first saw it, as well. I was only young and it terrified me! :) I think the thing that makes the monster even more scary is it`s shaved head. It`s a twisted asexual nightmare. I actually try to avoid watching this; it brings back too many bad memories. :)

She starts talking at about the 3.58 mark. I think it`s talking about the parrot being gone. I think we have to assume that the harpy ate it.

which is Dutch for

"The table is done"

which means "Supper is done"

she probably ate the parrot and now imitates it
