Futhermore, the reason why Saudi Arabia does not allow non-Muslims within (generally) within the Hijaz area or the outer area of it, is because is it a place of Muslim holy sanctuary, a place of Pilgrimage. But all other areas, then they are allowed to establish their own centres of learning, law and penal system. A freedom not even allowed in the West.

Non-Muslims are also protected by the state by outsiders and overseas. Please learn about Islamic state question from an expert in that field.

Dr Zakir Naik is unfortunately not correct in this regard.

When Non-Musims fall within the "proper" Islamic state, the abled bodied males are pay a small tax (all non-Muslim elderly get a state funded pension, women and children do not pay tax, non- Muslim orphans and windows are looked after by the State), then they are able to build their own places of worship, have their own institutions, and even have their own laws to follow separate of the laws used by Musilms generally.
