Obama served in Illinois state for over seven years (not 3) from 1997 to 2004 - that's where he voted "present". Voting "present" is not an option in the U.S. Senate, but is a common vote in the Illinois house - where he voted present 129 times (I rounded up) out of about 4,000 votes.
