it is beacuse of a chemical reaction from the salt,after having the soap on your finger,the soap(some of it) is in teh water in the middle and the shuger pulls in the pepper

Its really an illusion, because water creates somewhat sticky layer of molecules called (surface tension) and when a base such soap, dish detergent, ect... is mixed onto it it breaks the surface tension causing it to seperate which can be shown with the pepper. Now to the sugar part i believe the sugar combines the water molecules to stick together tightly again and creates the surface tension. (i believe this is correct but i could be wrong)

2. sprinkle some pepper onto the water

3. place some dish-washing-up liquid onto the tip of your finger

4. place finger in water

5. take finger out

6. get some sugar on a spoon
