This LA county, 3:30 am RUSH HOUR. Everyones in a big hurry to make it on time to work. Street lamps are only effective at ramps and interchanges. That and it also cuts down on light pollution from stringing streetlights down a long stretch of highway. And again...ITS L.A. COUNTY.
