The congressmen were told that if they did not bail out the markets, there would be chaos and civil unrest. Rioting and mass looting could be expected of this and could very well lead to martial law. They were not threatened with it like one might point a gun at somone and say hand over the money, they were told what might occur if the markets were not bailed out and crashed.
