When Pat uses rage, he and his pokemon gain power. In Season 2, it's stated that Rage is in many humans and in every single Pokemon. The Pokemon cannot use rage AT ALL. But, if they are captured and the human training them happens to use rage, they will gain strength as well. When Pat is not using it, they are normal as ever.

Actually, it's legal. The only thing that is not legal right now is downloading the ROMs for it. If you already have ROMs already, then you're fine.
