Well there is debate over why Tiberius did what he did. Also he died young so we will never know what he would have done. But his intentions, among others, probably had to do with his desire to help the Roman army, which was in a spot of trouble at this time. So its possible that he didn't care so much about the plebs as he did for the military safety of Rome. However, for what its worth, I think he was a good guy and that some times good guys are just born.
