Look smart people " cough" Magnets are not like a water hose squirting water that could be could be caught on a paddle wheel which is what you are trying to do. Since magnets also attract it cant work. This is 269 years of failure.
Put a small peace of steel in front of the magnets on the wheel at a 45 degree angle, so it slightly covers the magnets. Have the steel go through the round plate and as it comes close to the top magnet have a lever on the bottom through the round plate hit the steel so it moves it from the 45 degree to the verticle position allowing the top magnet to give it thrust. That will get you passed the sticky spot. If you want a picture, let me know.
I think you're on the wrong path pitting the Alnico magnet against the other magnets. I think you should move the alnico to the inside of the ferrite rings, and set it closer to the aluminum.
Aluminum is not magnetic, but when you put the Alnico closer, it will induce electrical currents which create magnetic feilds.. which will react with the outside magnets... that's where you want to look for a sweet spot.
Of course that's just my hunch. I don't have anything to test this with.
