Assuming that you're talking about Gerard Butler, he IS british- he was born in Glasgow and has Scottish and Irish ancestry. Apart from the first two years of his life, he lived in Scotland and even read Law at Glasgow University... All that makes him British in my book!
It's a devolved government but the UK Parliment still holds more power. It's like in Wales, they have their own assembly but again, the UK government as a whole has more weight. So yeah, Scotland and Wales are part of Britain too ;)

This is quite lovely but it appears that you left out the very best of the Brits when you forgot to include the tall, dark, handsome, blue-eyed wonder known as Richard Armitage. Some of his shots from "Robin Hood" are simply spectacular. RA Rulez!
