If you close skype it will drop the call. This will be changed in September when apple will make multitasking available on ipad.

Yes, it has a microphone and Skype calls sounded good if not better.

@eastvillagerman Yes, I spent the ten bucks and it works extremely well, you can also get a number so people can call you, but only when the skype app is running. I just use it as an extra phone
