if you want to see the top of the water and you cant its probably because your using a broken texture or a texture you dont have in gmod but you do have in your map maker.
My ideals of a good RP map is i would start with a maze delete certain sections make layers turn some walls to make rooms add ceiling floors and texures and over the course of about 1 week you got yourself a very good map that will be popular for a month then nobody will use it XD
dude try making it rp like real life everybody likes those then if you publish the map on fps banana or some website people will download it then you become popular
make buildings,stores,hotels,parks,props and stuff
Well everyone has to start somewhere, doesnt matter if it's with a square map or a circle one. Try to add some buildings in your next one and mix things up a little.
You might have a leak in your map.

If you can't see the water I had this problem there's a leak somewhere in your map where you can see the void

My first map didn't even have displacements but it had a lot more detail and buildings and triggers...well no that was probly my second map idk.

There is probablly a hole in your skybox.
Find the hole and close it for the water to work
