Internet Movie DataBase says that Disneyland Fun was indeed released on August 14, 1990. Look it up on their site, that's where I got the info. The second release from 1994 might have been released when the Circle of Life sing Along came out, only a little earlier, perhaps... There were some copies on VHS prior to 1994 that have the 1990 SAS promo (Ludwig Von Drake) for Vols. 1-7 and 9

The two things I would take off of the American version and transpose with Phantom Manor, beyond it being more scary, would be replacing Hook with Jafar & replacing the American version of Maleficent with the one from Phantom Manor's version of the song, because really, the American one doesn't look as well constructed. The opposite effect is said of the Old Hag/Wicked Queen.
