I saw this movie for the first time a few days ago. At 0:09 I thought "That dude in the wheelchair looks like Tom Waits." And at 0:31: "It IS Tom Waits!" He`s in quite a few movies isn`t he? I remember seeing him in Rumble Fish a while ago. He plays a wacky bartender.
The thing is, with Tom, you can't be sure if what he's saying here is something Gilliam wrote for him - or if it's just another one of Tom's fabulous stories.

Unless you find of another way for a government to sustain itself financially without the need for taxation and tell your representative about it, just pay the 18% of your paycheck you owe the government and shut the hell up. Conservatives are just so greedy nowadays.

I just watched this movie today and I said as soon as I saw this that that was Tom, but when I looked on the credits his name wasnt there, any knowledge from anyone on this ?

First heard Tom Waits when he did VH1 Storytellers...I was flipping through the channels bored as hell when I, for some unknown reason, stopped on this music channel. First I thought it was a joke (a SNL skit - I was waiting for Chris Farely to jump out & dance from behind the piano - I heard the voice, laughed as if it was that one shitty Crash Test Dummies "mmmmmmm" song, and just flipped on).
As I kept surfing I came back to the same channel and this time I left it on as he was in the middle of a story (I couldn't help but be completely interested in what was being said - laughing at his emphasized pauses and demeanor for story effect even though I missed the first half of the story and had no reference to the point). Suddenly, he played the piano keys all the while still talking.
I remember feeling an odd sadness creep on me as the hairs on the arms stood up and the eyes filled with tears (first time I ever heard music like that)...As I researched him and found he was the same character I've seen many times in Bram Stoker's "Dracula" I was hooked - been a fan ever since.
I really know what you mean. He's got this way about him that can do the most amazing things to you....I wonder if you've ever heard "Broken Bicycles." Just a one-time thing that he played and sang live. Oh my GOD!!
If you have a clip, please help me out...I don't know about you but I really liked his older albums better (Closing Time, Heart of Saturday Night, Blue Valentine) yet can't stop listening to "Real Gone", that was damn near a masterpiece.
