It seems that this DPRK official has a misguided perception about the motives behind Chinese reforms. From what was read, it seems as if he thought Chinese reformers opened up for the sake of democratization, rather than the continuation & enhancement of the CPC's power. He also apparently thinks that the desire to monopolize power is an obstacle to structural reform, even though it was precisely that selfish motive which still ended up lifting millions of Chinese out of poverty.
