That "nervous body language" is the body language of a man who has been repeatedly insulted, along with his country, with only general bullying arguments and without specific legal objections to the media law.
This was a way to put as much pressure on Orbán as possible, mainly for the extra taxes he has imposed on mostly foreign companies and banks who had extracted a lot more profit from Hungary than what they were able to get from other EU members.

As any scholar of Hungarian history knows, you never have to scratch too far below the surface to find intolerance and exclusion, and the shape of the country, literally as well as figuratively, bears bloody witness to this. All the warning signs are there in the Orban regime, and this is probably one of those moments where a European-wide consensus is needed. Having lived in Hungary as a non-Hungarian for 18 years, I can atest to the both the westward-longing but inward-looking culture there.
