If you saw him aiming upwards, u would see sumthing weird. The gun pops down to horizontal. Believe me i used to hack :)
NOT ANYMORE, AND ITS ALL BOUT .INI file editind for unliminited ammo and such in singleplayer. And the editor is funny. U can make ur own ammo and give it 2000 recoil (M4 have 500). WOA!

You can run about with an M4... Half of the time the accuracy is nowhere near as bad as the crosshair makes out. That's the very worst the aim can be, but usually it's quite a bit better
And yes, pistols (and SMGs) do stabilise their accuracy very quickly... The assault rifles take a fair bit longer to stabilise
