Cool haven't seen this for a while, I recall this move is executed whilst performing a fireball with the big punch and middle kick (same time) also you can turn the game off with Dhalsim just like guile by fireballing with the hard punch and hard kick at the same time - I also managed a freeze like guiles handcuffs with him but never managed to work it out or perform it again.
