This doesn't mean he is faster than light. Quick physics lesson, don't assume "light" is just a tiny bulb on a camera. This scene only proves that he is faster than the camera obturator and and the speed at which the bulb starts lighting at its maximum point. When you turn on a light it gets brighter exponentially, you just cant see it.

Throughout Smallville Clark runs at an average speed of 350 to 400 meter/sec.
