Obama was pushed very hard, but it was him that added provisions for increased oversight,

I did research it: "In 1913, the 16th Amendment to the Constitution made the income tax a permanent fixture in the U.S. tax system. The amendment gave Congress legal authority to tax income and resulted in a revenue law that taxed incomes of both individuals and corporations."
So yes there IS not just one law but many that enforces tax-payment in the USA.

Obama talks about the Republican's overall philosophy of deregulation, but failed to mention that in the case of Fanny Mae and Freddy Mac, they were the ones against regulation while republicans were trying to get more regulation. Fanni and Freddie were working fine until McCain and others, encouraged by Bush allowed them to take on subprime loans. They had not been allowed to do so until recent times. This is why it fell. The greed of those who made huge profits from buying and selling subprime loans was behind it, but politicians like McCain let it happen by taking away rules that had prevented it previously.

(i) Fix minimum trade value (sale value) for households, e.g. $x per sq.metre in category A, $y per sq.metre for category B and so on...
(ii) Encourage end-user buyers with low rate of interest on borrowing,
(iii) Encourage new borrowers to do some new construction it will create demand for Cement, Steel etc. which it turn create jobs.
For other out-of-box ideas explore INDIA.
